Chang Ung, North Korea's only International Olympic Committee member who also heads the International Taekwondo Federation, arrived here Friday for a four-day visit to discuss a possible merger of the Seoul-based World Taekwondo Federation, which is recognized by the IOC, and the North Korean-backed, Vienna-based ITF, which is not.
